Sam Hassoun is the Founder of Global Leadership Alliance.
A registered civil engineer in the State of California,
Sam has over twenty years of professional engineering experience
in design, construction, maintenance and management of wide
range of projects.
He started his engineering career with the Bechtel Corporation,
where he worked on several nuclear power and space and defense
projects in Michigan, Texas and California. Since joining
Caltrans in 1988, Sam spent several years in design, construction
and maintenance of numerous transportation facilities. He
was appointed to the Director’s Office as the Quality
Program Manager for Caltrans where he incorporated quality
management into the strategic and operations plan for the
department.
He subsequently served as Office Chief of Partnering where
he was responsible for developing and incorporating Partnering
principles and specifications into Caltrans construction
projects as a way of doing business, and pioneered Caltrans
to be the first public agency to have on-line performance
measures for Partnering.
Sam is a national trainer on the subject of Partnering and
Quality Management, a Keynote speaker and presenter on Partnering
and Leadership. He is a consultant to numerous organizations
and companies on Partnering Systems development and training.
He is also the Engineering Director for the Associated General
Contractors of California (AGC).
He is a member of many national engineering and technical
societies, and serving on the Partnering Subcommittee of
the American Association for State Highway and Transportation
Officials (AASHTO). He is a recipient of many national awards
on Quality Management and Partnering, most recently, the
prestigious national Marvin M. Black – Excellence
in Partnering Award.

Management at the Project Engineers, Project Managers, Senior
Design Engineers, Resident Engineers and Senior Construction
Engineers Academies in Caltrans, and the University Of California
Berkeley – Graduate School of Construction Management.
• Facilitated workshops that included executives and
senior managers from the construction industry, Federal
Highway Administration and Caltrans Construction Executives
related to incorporating Partnering System and Specifications
as the way of doing business on every project.
• Facilitated strategic planning sessions for Information
Technology Services, New Technology and Research, and Transportation
System Information programs at Caltrans.
• Facilitated key liaison committees between government
agencies and the private sector.
• Member of both the American Association of State
Highway and Transportation Officials (AASHTO) Subcommittee
on Partnering, and the Caltrans Partnering Steering Committee.
