Mr. Mallory holds a Masters Degree in Management, and holds
a Project Management Professional (PMP) certification from
the Project Management Institute. He is a consultant who
specializes in management training and analysis, quality
improvement, project management, facilitation, and strategic
planning. Mallory has 25 years career experience in the
public sector, both in Senior Executive Management and in
consulting work. Mallory previously served as the California-Nevada
State Director for the USDA Farmers Home Administration
from 1986 to 1992 and as Director of the California Department
of Housing and Community Development throughout 1997 and
1998. Mallory’s consulting experience spans building
and construction management, organizational development
and performance review for City, County, State and Federal
government agencies. He is the author of, "Management
Strategy: Creating Excellent Organizations".
Recent and past consulting clients include the Facilities
Development Division of the California Office of Statewide
Health Policy Development (OSHPD), Eastern Municipal Water
District, the Real Estate Services Division of the California
Department of General Services (DGS), Southern California
Housing Development Corporation, the Community Development
Department of Clark County Washington, and the Sacramento
County Building Inspection Department.
Mallory has assisted GLA in numerous partnering projects,
including partnering for Mitchell Engineering Corp. regarding
an on-going construction project for San Francisco MUNI,
for the U.S. Army Corps of Engineers related to its Fort
Wainright Emissions Control Facility, Fairbanks, AK, and
for O.C. Jones and Sons regarding its Highway 37 project
in Napa, CA. He has also managed partnering projects for
the Department of Defense, and designed and led two service
contract partnering sessions for the Naval Base Ventura
County to identify and resolve problem areas in grounds
maintenance and housing maintenance contracts
Mallory has also provided over 500 hours of adult classroom
training in the last five years, offering classes in construction
supervision, continuous quality improvement, communication
skills, partnering, facilitation, and related topics.
Mallory has assisted several clients achieve Bronze and
Silver Award recognition in the California Baldrige Award
program, and assisted Eastern Municipal Water District in
its improvement efforts from 2004-2008. He is a Certified
Lead Examiner for application of the Malcolm Baldrige National
Quality Award Standards in organizations, and has served
six times as an Examiner and Senior Examiner for the California
Quality Awards from 1995 to the present. He served as an
Examiner for the U.S. National Quality Award in 2007. He
was a past Judge for the California Team Excellence Award
(2004 and 2005). He currently serves as Chairman of the
California Council for Excellence (CCE) Regional Council
in Sacramento (SacE), and a member of the Consultant and
Trainer’s Council for CCE.
