Mr. Mallory specializes in management analysis, project
management, public policy development, facilitation and
strategic planning. He has 25 years career experience in
the public sector, both in Senior Executive Management and
in consulting work. Mallory served as the California-Nevada
State Director for the USDA Farmers Home Administration
from 1986 to 1992, and as Director of the California Department
of Housing and Community Development throughout 1997 and
1998. During that time he managed the development of an
environmental impact report on the use of CPVC pipe in residential
plumbing, and handled a number of other policy development
matters. Mallory’s consulting experience spans organizational
development and performance review for City, County, State
and Federal government agencies. In the recent past he has
completed several consulting projects for Caltrans Mass
Transit Program.
Mallory has documented over 5,300 hours of project management
experience in the past five years, to establish eligibility
to sit for the examination of the Project Management Institute
for its Project Management Professional status. He has also
completed the requisite education for that designation,
including a certificate course in Project Management from
the California State University, Sacramento.
Mallory has also provided over 500 hours of adult classroom
training in the last five years, offering classes in supervision,
change management, facilitation, team building and related
topics. He was a contract trainer for the California State
Training Center on Strategic Planning for the 1999-200 fiscal
year, and was an invited presenter at the California State
Training Center Conferences in 2000 and 2001, and at the
California Council for Excellence Management Conference
in October, 2003.
Mallory is expert on application of the Malcolm Baldrige
National Quality Award Standards in organizations, and served
as an Examiner and Senior Examiner for the California Quality
Awards from 1995 until 1999. He has had extensive program
analysis and process re-engineering experience. He is a
recognized writer and public speaker, and is the author
of, "Management Strategy: Creating Excellent Organizations".

Currently Mallory is on the faculty of the California State
University Sacramento College of Continuing Education, in
its Management program, and he is a trainer in construction
supervision for the Associated General Contractors of California.
